SELECTED CONSULTANCY EXPERIENCE

1993  Appointed by the Government of the Gambia to advise on the reform of laws governing the Financial Sector (with Mr. Justice Austin N. E. Amissah). Also member of a 2-person team on Reform of the Regulatory Regime for Commercial and Business Laws.  Drafted over 11 principal pieces of legislation.
1994 Appointed by the United Nations Development Programme (UNDP) to advise on the Regulatory Reform of the Public Service of St. Kitts & Nevis (with Dr. K. Anthony, now Prime Minister of St. Lucia). Assessment of existing laws governing the public service, development of recommendations for reform of the said laws, and preparation of draft legislation.
1996 Appointed by the Commonwealth Secretariat (with Nick Manning, UK, and Patrick Fitzgerald, S. Africa) to undertake a Strategic Review of the Public Service of Ghana, with a mandate to suggest the overall direction for change. Work included an analysis of present statutory responsibilities and powers of the PSC, an assessment of the changing public service environment, and alternative organizational models for the Commission in adjusting to a changing role.  Author of the legal section of the mission’s report. May/June, 1996.
1997 Appointed by the Government of Barbados to advise on regulatory reform of the Public Service.
1997 Appointed by the Government of Barbados to advise on Legislation to Convert Casual Employees in the Public Service to Public Officers.
2000 World Bank/Canadian (IDMAG) team - Consultant on the Regulatory Reform of the Public Service of Ghana.
2002 Government of Barbados - Consultant to advise on the structural reform of the Civil Registry.
2005 Caribbean Regional Negotiating Machinery (CRNM) - Consultant to advise on the acquisition of legal status for the CRNM.
2005-2006 UNICEF - Consultant to provide primary dispute resolution (PDR) to the family court of Belize and to train a cadre of mediators.
2006-2007 UNDP - Consultant to advise on a democratic dialogue process for St. Kitts and Nevis.

1990 Project organized by the IDRC (Canada) on Small Business Enterprise Development in the Organization of Caribbean States.

1997 Appointed by the University of California as the Liaison Officer of the California Education Abroad Programme in Barbados

2000 Food and Agriculture Organization of the United Nations - Consultant to update the Veterinary Laws of Guyana.  Two pieces of legislation passed in 2003.
2001 Food and Agriculture Organization of the United Nations - Consultant to update the Veterinary Drug Legislation of Barbados
2001 Appointed by the UNDP as Constitutional Law Advisor: Constitutional reform in Antigua and Barbuda
2001 Appointed by the UNDP as consultant to advise on constitutional reform in St. Kitts and Nevis
2001 Appointed by the Government of the British Virgin Islands as sole consultant to re-write a new Evidence Law for the BVI
2001 World Bank- Project on a new Local Government Service Law for Ghana
2002 Government of Barbados - Consultant to advise on the structural reform of the Civil Registry
2002 Appointed by the UNDP as Constitutional Law Advisor:  Constitutional Reform in Grenada
2003 UNDP - Constitutional Law and Systems Expert, continuation of the Constitutional Reform Process in St. Kitts and Nevis dealing with the question of secession
2003 September 2003 – March 2004, Organization Of American States (OAS), Project by the Unit for the Promotion of Democracy (UPD).  A comprehensive study to reform the Civil Registries in Belize, Dominica, Grenada, Jamaica, St. Lucia and St. Vincent.  Also, to formulate recommendations against identity fraud.  (Project ongoing).
2003 November – Organization of American States (OAS) - Member - Electoral Observer Mission, Grenada
2003 December – UNDP - Sole Member of the Technical Mission on the constitutional reform process in St. Kitts and Nevis.
2004 February -- UNDP (BELIZE), Sole ConsultantAccess to Justice in Belize

UNICEF (BELIZE) – Establishment of a Primary Dispute Resolution process in the Belize Family Court.
2005-2006 Caribbean Regional Negotiating Machinery (CRNM) – Advice and opinion on the legal status of the CRNM and drafting of constituent instrument formalizing the establishment of the agency for approval by the Heads of Government of the Caribbean Community, and of the statutory agreement with the Government of Barbados on legal status
2006 Lead Consultant, National Dialogue Process for St. Kitts and Nevis
